Role in conflict

The EU, especially through the E3 (France, Germany, UK before Brexit), has been a consistent voice for preserving the JCPOA framework and a major source of humanitarian funding to the region. Its leverage is primarily economic — Iranian access to European markets, banking, and energy infrastructure — but its political leverage has narrowed since 2018.

Objectives

• Preserve nuclear non-proliferation architecture
• Maintain humanitarian funding flows
• Prevent Mediterranean migration shocks from regional escalation

Constraints

• Member-state divisions on Iran policy
• Limited military presence
