Definition

Sanctions evasion includes ship-to-ship transfers, flag hopping, front companies, third-country re-exports, cryptocurrency, barter arrangements, and use of non-dollar financial systems. It is a long-running structural feature of sanctioned economies.

Why this matters when reading conflict news

Maritime tracking and corporate-registry investigation underpin most current evasion reporting. Apparent "sanctions effectiveness" numbers usually do not account for it.
