Rules of engagement

The conditions under which a military force is authorised to use violence.

Definition

Rules of engagement (ROE) define when and how a military unit may open fire, what it must do before doing so, and what restraints apply. ROE are set by national command authority and vary by mission, geography, and political context.

Why this matters when reading conflict news

Apparent "restraint" or "aggression" in incident reporting often reflects different ROE rather than different intentions.
