Over 50 percent of ASEAN’s crude oil and significant amounts of its natural gas typically transit the Strait of Hormuz. In addition, damage to regional facilities and shipping standstills has caused spot LNG prices to more than double. ASEAN member states heavily reliant on Middle Eastern imports, such as the Philippines (which sources 90 percent of its oil from the region), declared national energy emergencies. Several countries, including Cambodia, Laos, Myanmar, and Thailand, have experienced temporary fuel shortages and rationing. Overall, the surge in energy costs has driven up operational and freight expenses across the board, weakening local currencies and straining government budgets. The high energy prices and weakening regional currencies (such as the Thai Baht and Indonesian Rupiah) have strained national budgets, potentially slowing the capital-intensive construction of subsea cables and transmission lines by creating investment “bottlenecks.” The energy shock that is marked by oil prices surging past US$100 a barrel, has forced member states to reconsider cross-border electricity trade as a hedge against maritime chokepoints like the Strait of Hormuz. Key Impacts on APG Development The ASEAN Power Grid (APG) is driven by the need to meet surging power demand from rapid industrialization and data centres, achieve long-term energy security, and unlock cost-effective renewable energy across Southeast Asia There has been a shift in strategic focus because the APG is no longer viewed solely as a “green” decarbonisation project; it is now being recast as a critical tool for hard energy security to reduce the region’s 56 percent reliance on Middle Eastern crude oil. The Iran war has accelerated the push toward renewable energy, as fossil fuel reliance has become economically and security-wise precarious. The APG serves as a vital component for integrating this new renewable capacity into the regional grid. While driving long-term renewable goals, the immediate impact has been a fallback to coal to keep power prices from soaring, which may create a short-term, paradoxical obstacle to rapid decarbonisation, even as regional grid plans are revived. While the need for the grid is clearer, the financial strain from the energy crisis has resulted in higher import costs, rising subsidies, and currency depreciation, that may make funding massive, capital-intensive infrastructure projects like the APG more challenging in the immediate term (Forbes, 17 May 2026). However, development of the APG is hindered by regulatory fragmentation, massive financing deficits, political distrust, and complex technical hurdles. This is due to frequent changes in domestic energy policies and political leadership that could shelve long-term projects. Regional trust in the APG development has been eroded because some member states fear that relying on neighbouring countries for energy bears security risks. In addition, geopolitical disputes or domestic tariff disagreements can foster hesitation to depend entirely on regional exports (Business Times, 21 May 2026). Market and Regulatory Incompatibilities Individual ASEAN member states operate with different technical standards, grid codes, energy policies, and pricing mechanisms resulting in divergent power grid structures. Harmonizing these requires extensive regulatory restructuring which takes time. For example, a nuclear momentum is emerging because the Iran War is accelerating interest in civilian nuclear energy as a stable, domestically controlled baseload power source to feed into the regional grid. As the 2026 ASEAN Chair, the Philippines is being urged to use its position to transition the APG “from vision to voltage” to protect against future geopolitical shocks (SCMP, 28h March 2026).
